What are the Smog Check Laws & Regulations?

The California Smog Check Program

California's smog check program. Smog check laws & regulations.

In 1970, the U.S. Congress enacted the Federal Clean Air Act, setting nationwide air quality standards. This legislation mandated that areas failing to meet these standards must implement emissions control strategies to retain access to building and highway funds. California, not in compliance with the federal air quality standards, took action in 1982 to establish an emissions inspection initiative now known as the "Smog Check" program.

The California Smog Check program, alongside the state's emission laws, aims to identify vehicles that contribute to pollution by utilizing an exhaust gas analyzer for 1999 and older model vehicles. This analyzer operates much like a camera but focuses on capturing images of your vehicle's exhaust rather than the vehicle itself. It then translates these images into data comprehensible to a Smog technician, who uses it to evaluate your vehicle's engine performance.

For 2000 model year and newer vehicles, the testing is conducted through the DAD OIS system. This system incorporates a visual smog check inspection and a functional examination for OBD II trouble codes and readiness monitors. Vehicles from 2000 and newer are not subject to the tailpipe exhaust sampling part of the smog inspection process.

The Smog Inspection need not be a cause for concern. It's essentially an evaluation to ensure your vehicle is operating smoothly. It also presents an opportunity for you to assess your vehicle's engine performance and confirm it's functioning optimally.

Regarding the cost of the smog check, the State of California does not regulate it. Prices for smog inspections can vary among smog test centers, as these stations are privately owned businesses. On average, a smog test typically falls within the price range of $29.95 to $69.95, contingent upon factors such as your county of residence, the type of vehicle you own (e.g., car, truck, van, SUV, motorhome), and the specific type of smog inspection your vehicle requires.

Please note that this price range may or may not include the California Emissions Certificate Fee of $8.25 or any supplementary fees the smog station may charge for your vehicle's specific smog inspection.

If you find the process a bit daunting, don't fret. Stringent regulations mandate that smog stations, test-only centers, and repair centers prominently display their smog inspection prices, ensuring easy access and visibility for the public.

When visiting a smog station, we recommend checking the posted smog check price and, if you plan to use a smog coupon, confirming that you receive the coupon offer. If the coupon offers a specific dollar discount on the smog check cost, the cost referred to will be the regular price, as should be displayed publicly. For other discount coupons, you should expect details like "valid for what type of vehicle?", "inclusive of which costs?", and "are additional service fees applicable?"

For peace of mind, we suggest contacting your chosen smog station and asking, "What is the cost of my car's smog check?" They will inquire about your vehicle type, ensuring transparency regarding the fees you'll encounter at the smog test center.

The California Smog Check Program encompasses a wide range of vehicle makes and models, requiring a smog certificate for operation on public roadways. These include Acura, Alfa Romeo, Aston Martin, Audi, BMW, Bentley, Buick, Cadillac, Chevrolet, Chrysler, Lamborghini, Daihatsu, Dodge, Eagle, Ferrari, Ford, GMC, Geo, Honda, Hummer, Hyundai, Infiniti, International, Isuzu, Jaguar, Jeep, Kia, Daewoo, Land Rover, Lexus, Lincoln, Lotus, Maserati, Maybach, Mazda, Mercedes-Benz, Mercury, Mini, Mitsubishi, Morgan, Nissan, Oldsmobile, Peugeot, Plymouth, Pontiac, Porsche, Rolls-Royce, Saab, Saturn, Scion, Smart, Sterling, Subaru, Suzuki, Toyota, Volkswagen, VW, and Volvo.
