California Smog Check Repair Assistance

Free smog check repairs from Consumer Assistance Program.


If you're facing emissions-related issues with your vehicle in the State of California, the Bureau of Automotive Repair offers valuable support through the Consumer Assistance Program (CAP). This program provides an opportunity to receive up to $1,200.00 in FREE smog diagnosis and repairs, with the aim of helping low-income individuals ensure their vehicles comply with California's emission standards.


Through the CAP Repair Assistance program, the State will cover expenses at your chosen STAR Smog Check & Repair station for emissions-related repairs on your vehicle, up to the specified amounts:


- Owners of model year 1996 or newer vehicles may receive up to $1,200 for emissions-related repairs.

- Owners of model year 1976-1995 vehicles may receive up to $900 for emissions-related repairs.


If you require assistance in repairing your car, truck, SUV, van, or motorhome that has failed the smog test, you can take advantage of this program. To get started, complete a CAP application, which is available for download on the California Consumer Assistance Program website.


Eligibility for Low-Income Individuals:

This program is specifically designed to assist low-income individuals who meet certain criteria, such as receiving Supplemental Security Income (SSI) or disability benefits. Please note that the CAP is not available to residents new to California registering their vehicle for the first time, and it cannot be used if your vehicle registration has been expired for more than 365 days or if you are in the process of buying or selling the vehicle. CAP eligibility is exclusively for income-eligible applicants.


California Vehicle Retirement Option:

Additionally, the Bureau of Automotive Repair's Consumer Assistance Program (CAP) offers a voluntary Vehicle Retirement Program. This program allows the purchase of high-polluting vehicles from motorists, offering $1,000 or $1,500 per vehicle, depending on availability of funds. To participate, you must first apply to CAP and receive approval before receiving payment from a CAP-authorized dismantler.
